        	        	<description><![CDATA[<p>Seems to me like it shouldn't be a big deal to send me at least a few links with online info.  Am beginning to wonder whether they've been condemning and demolishing hundreds or thousands of homes. You'd think we'd notice.</p>

        	        	<description><![CDATA[<p>The press release is <strong>not</strong> dated and refers to Tim Walsh as engineer, NOT Director of Development Services.   First I thought he is the son of director Tim Walsh, but at the end of the press release it states that his dad makes cabinets.</p>
<p>He may be a nice guy, but doesn't seem competent to be the director of Development Services.  Way too young.  In my 30 years of dealing with building officials I found that the young ones were thriving on creating misery and completely lacking common sense.</p>
<p>If this Tim Walsh really is the director of Development Services, I can only hope that he is the exception.  We'll see how he responds to my questions.</p>

<strong>Civil engineer works to improve county</strong></p>

KINGMAN – Tim Walsh Jr., a civil engineer with Mohave County Public Works, has traveled, but finds “Kingman has always been home.”</p>
<p>Walsh, who was born in Kingman, said he has learned a lot by living in Idaho, Utah, California and Brazil.</p>
<p>“I graduated from Kingman High School in 1996,” he said. “I then went on a two-year mission to Brazil for my church. I learned Portuguese and did a lot of community service. (With the mission) you dedicate two years of your life to serving others. It’s a great experience and you learn quite a bit in the process.”</p>
<p>In 2001, Walsh earned an Associate of Science degree in General Studies and an Associate of Science in Engineering from Ricks College in Rexburg, Idaho. By 2004, Walsh had earned a Bachelor of Science and a Master of Engineering in Civil and Environmental Engineering from Utah State University. He is a certified Professional Engineer for the State of Arizona.</p>
<p>“I’ve been with the county since September, 2009,” he said. “Prior to that, I was with Mohave Engineering Associates. I started there in 2002 for a summer job. While I was away at school, I worked part time for them. I worked a couple of summers in a row and then became full time when I graduated.”</p>
<p>Walsh worked on Mohave County before he joined Mohave County.</p>
<p>“I did the civil design work on the Commercial Site Plan for the Mohave County Administration Building starting in 2004,” he said. Tim Walsh Jr.</p>
<p>He handled traffic analysis and design, infrastructure design, hydrology study and design, grading design and environmental design for the County Seat facility at 700 West Beale Street. While at Mohave Engineering, Walsh was involved in the engineering work on the Black Mountain Correctional Facility, American Woodmark, expansion of the Kingman Regional Medical Center Campus, Mohave State Bank, Stockton Airway Center and other commercial and residential projects.</p>
<p>At the Arizona State Prison, “I handled the water and sewer design,” he said, “which involved the water distribution system, the sewage collection system and the reuse water distribution.”</p>
<p>As a civil engineer with Mohave County Public Works, Walsh oversees “a lot of the design reviews that come in from the private sector,” he said. “That includes land development projects such as any new subdivisions or commercial projects. I oversee and review the site plans and” make sure the process continues “of getting them through the system. Customer service is very important to us. We try to keep the citizens who submit plans informed of what we are doing and where their projects are in the system. We don’t want them to have to wait too long on the county while we review their projects, but, at the same time, we have to make sure the projects meet Mohave County Standards. While we do thorough reviews, we want to be right there with them and get things back as quickly as possible.”</p>
<p>Walsh is also involved in overseeing the construction of roadways for the county.</p>
<p>“We look into transportation and corridor planning,” he said. “The City of Kingman has asked us to be on their Kingman Area Transportation Advisor Committee. We participate with the city and ADOT (Arizona Department of Transportation) in our efforts to be proactive in our regional transportation planning.”</p>
<p>Walsh is currently involved in a variety of projects.</p>
<p>“We recently connected the western end of Deer Canyon Road to Hualapai Mountain Road,” he said. “Mohave County Parks and the Road Division really improved the road structure while giving the Parks Department better parking than they had. We are currently working on Dubois Drive off Blake Ranch Road. We are realigning it in order to provide a safer roadway for the residents out there. I’ve been working on a site plan for the Mohave County Sheriff’s facility in Colorado City. We are also working on a culvert that has nearly washed out a couple of times up in the Moccasin area. We have a preliminary design and are working with the Flood Department on getting that replaced.”</p>
<p>Walsh purchased his first home “about a year ago in Walleck Ranch, right behind Home Depot,” he said. “I got married last August to Julie, who moved to Kingman from Los Angeles and works as an office assistant at Bulldog Disposal.”</p>
<p>He has a sister who lives in Las Vegas and is a cosmetologist and three brothers who are currently attending Northern Arizona University.</p>
<p>“One (brother) is a city planning major; another is in medical and another is an accounting major,” he said. “We have all bases covered. We are all involved in sports. Whenever my brothers and sisters are in town, we get the whole family involved. Right now, we play softball.” When that season is over “we will play volleyball; and, after that, we will play basketball.”</p>
<p>Walsh’s parents also live in Kingman.</p>
<p>“My dad was born here,” he said. “My mom has been here since she was five years old. My dad has Kingman Millworks. He does cabinets and countertops. He is a craftsman. Working with him is what got me interested in engineering. I was always building things and figuring out how things work.”</p>
<p>Walsh’s expertise is appreciated in his department.</p>
<p>“Tim brings a wealth of local experience and engineering expertise to Public Works,” Public Works Director Steven Latoski said. “This talented engineer, who holds a master’s degree in civil engineering, consistently displays a real enthusiasm for solving engineering problems and serving the citizens and property owners of Mohave County.”</p>
<p>“I enjoy civil engineering,” he said. “I’ve worked in Kingman in that field for more than seven years. It’s great working for Mohave County in the Engineering Division. We have a lot of bright people working to improve the county wherever we can. Although I’ve lived in Brazil, Idaho, Utah and even Sacramento, Calif., I like it here. Kingman has always been home.”</p>

<p><strong>Subject: My neighbor [redacted] condemned house</strong></p>
<p>Dear Mr. Walsh:</p>
<p>As the County failed to honor our requests to let my neighbor live in peace, I am going to take this wherever it needs to go to protect our homes.</p>
<p><strong>Almost all homes in our rural area were built pre 2008, when code compliance and inspections were NOT required.</strong></p>
<p>1) Why does the County have the right to NOW demand code compliance?</p>
<p>2) Where can I find the regulations pertaining to pre 2008 building requirements online?</p>
<p>3) Where can I find the procedures for condemnation and subsequent demolition by the County online?</p>
<p>4) How many structures has the County condemned since 2008?</p>
<p>5) How many structures has the County demolished since 2008?</p>

        	        	<description><![CDATA[<p>Since new construction came to an almost complete stop since the County required building inspections as of 1/1/2008, almost everybody who owns a real house (as opposed to a mobile home) is at risk of having the County demand compliance with current codes.</p>
<p><strong>Since our supervisor Jean Bishop took no interest in this matter, I see two options:</strong></p>
<ul>
<li>If my neighbor fails to comply with the County's demand(s), I'm hoping that they will have to go through the courts before the County demolishes his home.  At that point he would need an attorney to represent him. <br />
<strong></strong><strong><br />
After MONTHS of inspections, my neighbor tearing down outbuildings and the County even telling him that he was good to go (only to later condemn the house) my neighbor has absolutely NO idea what the County wants him to do.<br />
</strong><br />
AFTER I got involved, posted at the blog and contacted supervisor Jean Bishop, they finally decided to have Tim Walsh come out to tell my neighbor what he needs to do.  At this point my neighbor is too stressed, so it won't happen until late September.<strong><br />

<li>A class action on behalf of all owners of existing homes built pre 2008 without building inspections.  We would ask for a DECLARATORY JUDGEMENT stating that the County can not demand code compliance and must leave us alone.</li>
</ul>
<p>Either way, this type of litigation will be very expensive as I'm not aware of a competent attorney in Mohave County and we would have to look in the Phoenix metro area.</p>
<p><strong>I appreciate any LEGAL info regarding this issue, especially a similar case.  </strong></p>
<p>I've looked on the web a bit, but have not found any case similar to this situation, with a county requiring code compliance AFTER issuing permits that do not require inspections or code compliance.</p>

<p><strong>Sadly, the County seems to be determined to put my neighbor into his grave ASAP. </strong> </p>
<p>He has been a productive member of society and is a Viet Nam vet.  He doesn't bother ANYBODY.  Nor is his house a danger to anyone, it's just not pretty. </p>
<p>I had hoped that the County would honor its promise not to inspect our homes (built with permits).  But as of now an appointment is scheduled for 9/20 with Tim Walsh, P.E., Director of the Mohave County Development Services Department. </p>
<p>After the meeting he wants to inspect the property and tell my neighbor what he needs to do.  The constant stress is seriously impacting my neighbor's health. </p>
<p><strong>Just about every politician is running on the LIBERTY and FREEDOM platform -- what is up with this BS?????  </strong></p>
<p>Mohave County is making California look good.</p>
